2025 Theme: Innovations for Participatory Democracy and Governance—Unlocking citizens’ voice with AI, data and technology

Innovations for Participatory Democracy and Governance as the theme for PROMAD's programmes and projects in 2025.

We are starting the new year with a commitment to redefining citizen and community participation in the governance landscape by designing and deploying digital solutions that push development boundaries and reshape possibilities.

It is our collective belief that innovations in participatory democracy and governance are crucial for empowering citizens enhancing the democratic process and attaining the Sustainable Development Goals (SDGs). In our work as a nonprofit, the following key areas will drive our work and initiatives in 2025 at national and subnational levels.

  1. Digital Platforms: We design, develop and utilise AI civic technology products to facilitate citizen engagement and participation in decision-making processes in the areas of budgeting and community needs assessment, elections, public projects tracking and interactive dashboards and analytics to drive policy engagement.
  2. Deliberative Processes: Implement deliberative democracy models such as citizens’ town hall meetings, digital live and radio sessions, public events and participatory budgeting to gain data and insights that promote good governance at the subnational levels following local government autonomy. These processes will allow citizens to engage in informed discussions and contribute to policy-making and accountability drives to improve service delivery.
  3. Capacity Building: Provide training, fellowships and resources to young people, civil society organizations and subnational government officials to enhance their ability to implement participatory programmes. This can include workshops, mentorship programmes and access to best practices.
  4. Transparency and Accountability: PROMAD will review and develop new digital tools to advance its work in transparency and accountability in governance. The design, development and deployment of dashboards to promote open data initiatives and enhance feedback loops where citizens can monitor and evaluate government performance, especially at the national and sub-national levels will be given central focus.
  5. Inclusive Participation: PROMAD will strengthen the involvement of all segments of society, including marginalised and underrepresented groups that are mainstreamed in its projects and programmes to ensure they have a voice in the decision-making process. We shall embark on targeted campaigns, outreaches, inclusive design of participatory processes, and support for community-led initiatives at the grassroots level.
  6. Collaborative Governance: We will foster partnerships with donor organisations, civil society organisations, government institutions and the private sector to co-create solutions to social, economic, and political challenges for more holistic and sustainable outcomes. We shall work to advance AI governance in Nigeria going forward.
  7. Research, Analytics, Insights and Innovation: Our new approach incorporates research and the use of data analytics to identify insights and best practices for participatory democracy and governance. Our findings shall be through publications, conferences, and digital content such as infographics and videos to inspire and inform others to act for democracy and good governance.

We will be audacious in seeking new partnerships as we are desirous of playing a pivotal role in advancing participatory democracy and governance, ultimately leading to more responsive and inclusive governance systems in Nigeria and beyond.
