Job Overview
PROMAD is seeking a dynamic and organised HR and Operations Officer to join our team in driving the implementation of our Organisational Strategy 2025-2030. The HR and Operations Officer will play a pivotal role in coordinating human resources, streamlining operations, and supporting the day-to-day activities of PROMAD’s office and team. Working closely with the Office of the Founder and Executive Director (OFED), the officer will ensure seamless operations while contributing to the establishment and growth of PROMAD, Innovation Labs and CivicTech Academy. This role requires a strategic thinker with strong organisational skills, a passion for civic innovation, technology and impact, and the ability to manage multiple priorities in a fast-paced environment.
Job Description
The HR and Operations Officer will be responsible for overseeing human resources processes, coordinating office and team activities, and ensuring operational efficiency to support PROMAD’s mission and strategic operational goals. Key responsibilities include:
Human Resources Coordination:
- Support the development and coordinate the implementation of HR policies and procedures in line with PROMAD’s organisational strategy and local labour laws.
- Coordinate recruitment processes, including job postings, candidate screening, interviews, and onboarding.
- Oversee employee relations, performance management, and professional development programs.
- Maintain employee records, ensure compliance with HR regulations, and manage payroll and benefits administration.
- Foster a positive and inclusive organisational culture aligned with PROMAD’s values.
- Conduct quarterly employee performance appraisals and internal training based on identified areas of improvement to reposition the team for stronger performance.
Operations Management:
- Coordinate office logistics, including inventory management, maintenance of office facilities and supporting the procurement process.
- Streamline operational processes to enhance efficiency and support programmatic activities.
- Manage vendor relationships and negotiate contracts for services and supplies as directed by OFED.
- Ensure compliance with organisational policies and regulatory requirements for labour and employee relations.
Support for Innovation Labs and CivicTech Academy:
- Collaborate with the Office of the Founder and Executive Director and the Business Development Department to establish and scale PROMAD’s innovation labs arm and CivicTech Academy.
- Coordinate resources, schedules, and activities for the CivicTech Academy, including training programmes and workshops.
- Support the development of operational frameworks for the innovation company, ensuring alignment with PROMAD’s strategic goals.
Team and Office Coordination:
- Plan and organise team meetings, retreats, and events to foster collaboration and engagement.
- Serve as a point of contact for internal and external stakeholders, ensuring effective communication.
- Support the Office of the Founder and Executive Director in managing schedules, correspondence, and strategic priorities.
Strategic and Administrative Support:
- Contribute to the implementation of PROMAD’s Organisational Strategy 2025-2030 by aligning HR and operational activities with strategic objectives.
- Prepare reports, budgets, and operational plans to support decision-making.
- Identify opportunities for process improvements and implement innovative solutions.
Requirements
- Education: Bachelor’s degree in Human Resources, Business Administration, Management, or a related field. A Master’s degree or professional certification (e.g., CIPM, or equivalent) is a plus.
- Experience:
- Minimum of 3-4 years of experience in HR and operations management, preferably in a nonprofit, social enterprise, or civic innovation organisation.
- Proven experience in recruitment, employee relations, and performance management.
- Experience coordinating office activities, managing logistics, or supporting program implementation.
- Familiarity with establishing or scaling new initiatives, such as innovation hubs or training academies, is highly desirable.
- Skills and Competencies:
- Strong organisational and multitasking skills with the ability to prioritise and meet deadlines.
- Excellent interpersonal and communication skills, with the ability to work collaboratively with diverse teams.
- Proficiency in HR software, Microsoft Office Suite, and project management tools (e.g., Trello, Asana, Monday.com, Google Workspace).
- Knowledge of local labour laws and compliance requirements.
- Strategic thinking and problem-solving abilities with a proactive approach to challenges.
- Passion for civic innovation, technology, and social impact.

Key Performance Indicators (KPIs)
The HR and Operations Officer’s performance will be evaluated based on the following KPIs:
- Recruitment and Onboarding Efficiency:
- Time-to-hire for open positions (target: 30-45 days per role).
- Successful onboarding of new hires within 2 weeks of start date.
- Employee satisfaction rate with the onboarding process (target: ≥85% positive feedback).
- Employee Engagement and Retention:
- Employee retention rate (target: ≥90% annually).
- Conduct at least 1 employee engagement activity (e.g., training, team-building) per quarter.
- Implementation of at least 1 professional development programme annually.
- Operational Efficiency:
- Reduction in operational bottlenecks (e.g., procurement delays) by 20% within the first 6 months.
- Successful management of office logistics with zero disruptions to core activities.
- Timely submission of operational reports and budgets (100% compliance with deadlines).
- Support for Innovation Labs and CivicTech Academy:
- Establishment of operational frameworks for the innovation arm within 6 months.
- Coordination of at least 2 CivicTech Academy programmes or workshops per quarter.
- Positive feedback from stakeholders on academy activities (target: ≥80% satisfaction rate).
- Strategic Alignment:
- 100% alignment of HR and operational activities with PROMAD’s Organisational Strategy 2025-2030.
- Contribution to at least 4 strategic initiatives annually (e.g., policy development, process improvements).
Salary Range
- The monthly salary is commensurate with experience and qualifications as obtainable in the nonprofit, development and innovation sectors.
