PROMAD begins new civic project to empower youth and shape governance in Ondo

PROMAD is excited to launch a new project in Ondo State, Strengthening Participation, Accountability and Transparency in States (SPATS).

INTRODUCTION

Across Nigeria, citizens often face barriers to engaging with state institutions, limited access to public information, little or no influence on policy formulation, opaque budgeting processes, weak oversight, and low trust in public officials. These challenges hinder progress and perpetuate inequality. As part of the ongoing efforts to address improvement in governance at the subnational levels, PROMAD is implementing SPATS in Ondo State to help citizens, especially young people, navigate the barriers they face in engaging in the decision-making process, accessing public information, and holding duty-bearers accountable by building their capacities.

So we are excited to announce the official launch of the Strengthening Participation, Accountability, and Transparency in States (SPATS) project in Ondo State. SPATS is a citizen support project designed to run under PROMAD’s social accountability initiative, FollowTheProject, to improve project and procurement transparency and accountability through strengthening citizens’ oversight of subnational institutions implementing public projects in Nigeria. In this project, PROMAD has identified and prioritised the need for capacity-building for young people as well as grassroots community stakeholders to perform oversight, report findings, and engage to improve the delivery of states’ capital projects. 

This represents a major milestone in our mission to foster inclusive governance and ensure public institutions are responsive, transparent, and accountable to citizens.

The project will:

  • Train 18 Social Accountability Fellows (one per LGA) in governance, advocacy, and project tracking.
  • Conduct research and advocacy for the domestication of the National Youth Policy in Ondo State.
  • Develop a Public Project Dashboard to track government projects and expenditures to drive improvement in service delivery.

This groundbreaking initiative is designed to empower citizens, civil society, and state institutions to work together in building a stronger, more participatory democratic culture in Nigeria.

PROJECT AIM


The project aims to improve youth participation, accountability, and transparency in governance and empower young citizens to engage in advocacy and demand accountability. It will also provide an opportunity to learn from local stakeholders on how to strengthen citizens’ capacity to oversee public budget spending in their communities, thereby improving transparency and accountability at the community level.

PROJECT OBJECTIVES


  • To conduct a 2-month hybrid fellowship for young people, women, and persons with disabilities aged 18 – 35 years in Ondo State.
  • To lead research and advocacy activities for the development of youth development policies to facilitate increased youth participation in governance and improved service delivery.
  • To build a #FollowTheProjects dashboard to drive social accountability and transparency in tracking the government’s programmes and projects in grassroots communities.

PROJECT PARTNERS


SPATS is supported by ALDA – European Association for Local Democracy, under the WYDE Civic Engagement Project, and implemented in collaboration with European Partnership for Democracy (EPD), Elbarlament, People in Need, and the European Partnership for Democracy and funded by the European Union (EU)

TARGET AUDIENCE


Youth (young men and women 18-35 years old), persons with disabilities (PWDs), and state agencies.
